CC PROPOSTIONS 001-017 -- Summary 2004
Aside from formal meetings, below is a list of the Challenger Commission Propositions that have been acted upon (mostly by email) since the formation of the CC upon SNG's acceptance of a second Challenger (+39) in April, 2004:
Prop 001 – Challenger Commission Memorandum of Organization (“CCMO”). Unanimous approval.
Prop 002 -- Jury Rules of Procedure, draft prepared (and subsequently issued) by the Jury. Consultative approval.
Prop 003 -- Protocol Article 14.12 Interpretation, draft prepared (and subsequently issued) by the Technical Director. Consultative approval.
Prop 004 – ACC Rule, amendment to Version 4 (which is in effect for Acts 1-3) such that (a) clause 41.1(b) permits yachts to carry two "17th persons"; and (b) clause 44.1(f) of Version 5 becomes a rule of Version 4 and prohibits yachts from removing their backstays while racing. Unanimous approval.
Prop 005 – NOR for Act 1. Consultative approval.
Prop 006 – ACC Rule, amendment to Version 4 to conform to the Version 5 crew limits (number, weights, etc.), invoking class rule 37 of V5, for Acts 1-3. Unanimous approval.
Prop 007 – NOR for Act 2. Consultative approval.
Prop 008 – NOR for Act 3. Consultative approval.
Prop 009 – Protocol Amendment No. 7 (“Jury, Skirts and Alcohol”). Consultative approval.
Prop 010 – ACC Rule, amendment to Version 4 to prohibit Staysails and Pre-start Spinnakers for Acts 1-3. Unanimous approval. (The Defender did not approve the amendment to prohibit staysails.)
Prop 011 – NOR for Act 1, various minor amendments suggested by the Jury and RC. Consultative approval.
Prop 012 – CSS Format/Scoring. The “Quarter-final Proposal” from Michel Bonnefous, et al. Not approved.
Prop 013 – Protocol Article 14.12 Interpretation, Technical Director’s proposal to amend the Interpretation previously issued. Consultative approval.
Prop 014 – ACC Rule, amendment proposed by Alinghi and the Jury to permit yachts to carry Umpire Observers for Acts 2 & 3. Not approved.
Prop 015 – Onboard Cameraman Agreement for Act 1, amendment to various rules to permit. Unanimous approval.
Prop 016 – Go Virtual Data Exchange & Use of Images Agreement for Acts 1-3, amendment as necessary to various rules to permit. Unanimous approval.
Prop 017 – Onboard Cameraman Agreement for Acts 2-3, amendments to various rules to permit. Unanimous approval.
