CC MEETING -- In progess...

...not the meeting (still), but the meeting statement.

The Chairman and your Editor apologize for being a bit pressed for time with all that is going on here in Trapani -- follow-up meetings to yesterday's CC meeting, and preparations within our own teams for the start of tomorrow's racing.

As there are a number of issues from Monday's wide-ranging meeting still up in the air, and a follow-up CC meeting set for Sunday morning, we will do a comprehensive post following that meeting.

REGATTA DIRECTOR -- Act 8 NOR (Amended)

Last evening the Regatta Director issued an amended notice of race consistent with changes previously discussed and agreed, and in line with the amended NOR used in Malmö.

The Amended NOR is available with the changes red-lined, and as a clean copy.


CC MEETING -- In progress

The CC is meeting as scheduled today in Trapani. The Chairman is moving us smartly (for sure speedily and, hopefully, intelligently) through the long agenda, and as always we will try to have a report posted here early tomorrow if not yet today.

REGATTA DIRECTOR -- Acts 8 & 9 Course Marshall Instructions

Today the Regatta Director issued the Course Marshall Instructions for the Trapani Louis Vuitton Acts 8 and 9.

The document is essentially as issued for previous Acts this year. It is a large (1mb) file, so to save bandwith we asked that you not open or download it unless you really are keen to read it or otherwise need the document for your team. The document is available here.

Reminder that, per the NOR and SIs previously issued, the first warning signal each race day is scheduled to be made at 12:30, a half hour later than at Malmö. Racing begins next Thursday, 29 September.


VALENCIA CRÓNICA -- Día de la Bici

Bridget Baker sent this note around to her Valencia Crónica mailing list last night:


This Sunday (tomorrow) is the Día de la Bici or Cycling Day here in Valencia - a yearly event organised by a cycling club Bici- Club Valencia. This is the 9th year. Last year 8,000 people came along - this year even more are expected.

The route is totally flat, 12km along roads closed to traffic. What a great opportunity to cycle around Valencia.

For some months now, Bridget Baker (NZL) has been editing and distributing an informative weekly email newsletter, Valencia Crónica, for partners of AC team members (Challengers and Defender) living in Valencia. Each issue contains a variety of helpful tips and other information contributed by various partners/spouses. Bridget says the mailing list has grown to over 200.

AMERICA'S CUP: MORE CONTROVERSY
It was revealed yesterday that the Government has chosen Ricardo Perez Casado, a former Socialist Mayor of Valencia as the High Commissioner for the Americas Cup. Almost immediately after his naming there was considerable controversy as one year ago he had stated in an interview that Valencia ‘would never be ready’ to stage the Americas Cup in 2007. Commenting on the appointment, which is expected to be ratified by the Spanish Cabinet this coming Friday, Miguel Dominguez the Valencian Town Councilor for Security stated that Mr. Perez Casado was not really the ideal man for the job, as he had to alter his stance from one of severe criticism to one of optimism and support. In the meantime, and despite the visit of Prime Minister Jose Luis Rodriguez Zapatero to the City last June, during which he promised at least 935 million Euros to Valencia for the Americas Cup, not one penny of these funds has arrived from any ministry, and nor has the City had any Ministerial visits, which was another promise made by the Prime Minister.


However Las Provincias, in a report in their Valencia edition which was carried by today's Info Copa America, stated that Sr Pérez Casado had not yet accepted the job, and that there was some question whether he would. Pérez Casado was mayor of Valencia from 1979 to 1988, and is a member of the Socialist party, PSOE -- the party currently holding power in the Spanish national government -- while Rita Barbera, Valencia's current Mayor and nominal head of the local organizing Committee ("Valencia 2007"), is a senior member of the conservative Partido Popular.

CC MEMO -- Costa Living

An answer to the question posed in our Costa What post from yesterday. Valencia Sailing's Pierre Orphanidis emailed this afternoon with an explanation of Costa del Azahar, the name of the coastal region either side of Valencia:

It is the name, in Castellano, of the flower of the orange tree. Its origin is the arab words al-azahar meaning “white flower”. In Valenciano it’s called Costa dels Tarongers. It starts north at the border with Catalonia and goes south to Javea. Obviously the region got its name from the abundance of orange trees -- that is before the real estate boom that transformed it into a coastal Hong Kong!!

CC MEETING -- Notice

Reminder that the CC will meet in Trapani next Tuesday, 27 September from 09:00 through most of the afternoon. As always the agenda and details are forthcoming from the Chairman via the CC Assistant. That evening Louis Vuitton are again kindly hosting a dinner for CC Reps, Alternates and partners, time and place TBA.

The CC will also meet in Trapani on Monday 10 October for the usual post-Act debrief session, from 09:00 until noon latest, details TBA.

CC MEMO -- Costa What?

"If you have to ask how much it cost, you can't afford it." Or so J. P. Morgan is reputed to have said in response to a question about how much one of his yachts cost. Morgan's Columbia defeated Shamrock in 1899 and 1901 for the America's Cup.

But back to AC 2007 -- and this post is about coast, not cost....

Recently the question has come up a number of times whether Valencia is a part of the Costa Blanca, Costa Brava or Costa del Sol. Answer: none of the above.

Spain's various coastal regions have adopted names for, one supposes, marketing purposes. No doubt there are historical connotations; perhaps one of our more erudite readers can help us there. The three Costas above must be doing a good promotional job as they seem to be fairly well known to Europeans and non-Euros alike.

Valencia, however, is part of the Costa del Azahar. Don't recall having heard or read that name until coming across the map below.

Speaking of promotion, the Costa Blanca was a sponsor of the ISAF World Match Racing Championship which took place this week in Calpe, a 90-minute drive south of Valencia. Pierre Orphanidis has a nice photo-essay about the event on his Valencia Sailing website, from which I took the liberty of lifting the great photo below. Congrats to Luna Rossa's James Spithill who took the title in the "non-final" with Alinghi's Ed Baird.

CC MEMO -- Server Maintenance

A few images and downloadable (if that's a word) documents will go missing today -- replaced by the little red x in a white box, or the little blue i with the "page cannot be displayed" message -- while one of our servers is having routine maintenance. By 15:00 Sunday CET (09:00 EDT) all should be up and running normally.

By the way, if the plain-talking, transparent CC were running the internet, the "page cannot be displayed" message would read like this.

CC MEMO -- Show Boats

Remember how the display of Team New Zealand's ACC yacht at the Auckland Airport grabbed your attention even if you were nearly brain-dead after flying 30 hours from Europe?

A couple years back BMW ORACLE put their 2000-era trial horse USA-61 out to pasture as a "show boat." It is currently on display in the Munich Airport. USA-61 has been such a success that their USA-49 is now being converted into a show boat for use in the USA market.

Since 2004 ACM has been displaying GBR-44 as a show boat at all the Acts venues. It has been a popular feature for the general public in the America's Cup Park, including at Malmö.

'92 Cup winner Bill Koch has lent his successful defender America³ and the '92 challenger Il Moro di Venezia IV (which Bill also owns) to the Boston Museum of Fine Arts for display in front of the Museum through 13 November.

Now Luna Rossa's website reports that earlier this week the hull of Luna Rossa ITA 45, the boat that won the Louis Vuitton Cup in 2000, arrived in Rome for an exhibition to the public. It will be promintently featured during Rome's Notte Bianca (tonight) at Piazza del Popolo, and will remain there on display through 25 September.

Yesterday Bloomberg.com ran a good article on Notte Bianca. Love this quote:

"It's a good idea and an event that helps increase people's interest in the city and Rome's image,'' said Elio Mussardo, 36, who's lived near Rome's Piazza Venezia for most of his life. "I'm really interested in seeing [Prada Holding NV's racing yacht] the Luna Rossa."

P.S. Perhaps ACM should allow/encourage all teams to display Show Boats in and around the AC venues. Imagine over the next year a dozen or so Show Boats set up in major airports around Europe, and then on display in main plazas around Valencia in 2007.

CC MEMO -- Mayoral Muster

AMERICAS CUP: BARBERA MAKES DEMANDS

Rita Barbera, the Mayoress of Valencia, yesterday appeared at a press conference following the weekly Town Council meeting to formally request a total of 774 million Euros for what she termed were ‘urgent works’ in order that the City be ready for the Americas Cup races in 2007.

She stated that she was making her demands now as the Ministries were on the point of closing their budgets for 2006 and she wanted to ensure that the agreed expenses for the Americas Cup were included to avoid any ‘unpleasant surprises’. In her press conference, she also outlined the precise financial needs of Valencia for the Cup, and these included:

· 91 million Euros to place some rail lines to the port underground
· 25 million Euros for a new bridge over the River Turia
· 51 million Euros to improve the access to the Sailing Club
· 5 million Euros to create a new terminal in Manises Airport
· 419 million Euros for the creation and installation of the High Speed Train tracks

In addition she referred to works that she termed as necessary in the Port itself: the renovation of the Clock Building in the Port – valued at 2.7 million Euros - and the annual payment of 140 million Euros for the improvements on the interior dock area.

She also reminded the Ministry of Industry and Tourism that it had guaranteed to pay for improvements to the Parador at El Saler, which are valued at 12 million Euros, and added that 1.2 million Euros were necessary to improve the Fuente de San Luis Sports Pavilion in order that the Final Four Female Basketball championships be staged there next year, and implied that all the costs for the staging of the Americas Cup had been agreed, but deemed it ‘necessary’ to issue what she called ‘a reminder’ to the government.




P.S. We are trying to run down the figures, above, concerning "Sailing Club" and "Manises Airport" which look off by an order of magnitude or, perhaps, are just reversed.

CC MEMO -- "CSS Rank" Scorecard

Among the various Cup websites, including ACM's, there is evident confusion as to the scoring of the Louis Vuitton CSS ("Challenger Selection Series") Rank.

The confusion stems from the fact that, under the "Valencia Plan," ties within an Act are not broken for the purpose of awarding Ranking Points. Here is the relevant paragraph from the Valencia Plan:

1. (c) ties will not be broken (Challengers tied for the same place at the end of an Act shall score the same Ranking Points for that Act; e.g., two Challengers tied for 1st would both score points equal to the final number of Challengers as per (a) above, no Challenger would score points for second place, and the third place Challenger would score two less points than the Challengers tied for first place).

Moreover, if there is a tie in Ranking Points, it is broken as follows (again, the relevant paragraph from the Valencia Plan):

6. (c) Challengers tied for the same CSS Rank at the end of the final Act (13th Act) shall score the same bonus points awarded for that Rank as in (b) above; e.g., two Challengers tied for CSS Rank 2 would each receive three bonus points, and the next Challenger would be on CSS Rank 4 and score three bonus points; however, different Ranks would be awarded to the tied Challenger(s) based on (and ties broken using) the results of all matches raced during the Acts (from Act 4) between the tied Challengers or, if that does not resolve the tie, the result of the last match between the tied Challengers, or if that does not resolve the tie, in favor of the Challenger(s) which finished higher (highest, in order) in the 13th Act.

Below, then, is the current (as of the end of Act 7) correct scorecard showing the CSS Ranking Points and, hence, CSS Rank, as agreed by the CC Chairman, the Chairman of the CSS Format/Scoring Working Party and a number of Challenger rules advisors, and with ties broken and Bonus Points that would be awarded per the above as if we were at the end of the 13th Act:


1 - BMW ORACLE Racing (USA), 41 Ranking Points (4 Bonus Points)

2 - Emirates Team New Zealand (NZL), 40 (3)

3 - Luna Rossa Challenge (ITA), 40 (3)

4 - Desafio Espanol (ESP), 30 (3)

5 - Piu 39 (ITA), 24 (2)

6 - Mascalzone Latino Capitalia Team (ITA), 24 (2)

7 - K-Challenge (FRA), 23 (2)

8 - Victory Challenge (SWE), 22 (1)

9 - United Internet Team Germany (GER), 15 (1)

10 - Team Shosholoza (RSA), 9 (1)

11 - China Team (CHN), 6 (1)


As to how the two ties in Ranking Points, above, were broken:

+ in favor of ETNZ, because they have beaten Luna Rossa in both their Act 4 and 6 matches; and

+ in favor of Piu 39 because Mascalzone and Piu 39 have each won a match against the other, but Piu 39 won their most recent match (in Act 6).

Bonus Points, of course, are the points that a team will carry over into the round robins for the Louis Vuitton Cup that begins in mid-April 2007.

MEDIA STATEMENT -- 5 September 05 CC Meeting

FOR IMMEDIATE RELEASE
7 September 2005 -- 15:20


The Challenger Commission for the 32nd America's Cup ("CC") met at the call of the Chairman, George Clyde (K-Challenge) in Malmö, Sweden on Monday, 5 September.

Representatives from ten of the eleven Challengers were present:

Piu 39 sent their apologies. They had forwarded to the Chairman their positions on a number of the agenda items.

At the invitation of the CC, ACM Regatta Director Dyer Jones, PRO Peter Reggio, SRO Harold Bennett and Technical Director Ken McAlpine were present for a portion of the meeting.

Main decisions and points of discussion:

Malmö Louis Vuitton Acts 6 & 7 Review -- All agreed they had been very good events in terms of shoreside organization and race management, and asked the chairman to communicate the CC's appreciation to ACM and the local organizers. The friendly atmosphere encouraged by the "paddock" shoreside set-up, also noted during the Marseille LV Act 1, was appreciated by all.

In future, it was hoped that there would be better pre-event local and regional promotion for the Acts. The CC also believes that the race committee could better communicate to the spectator fleet race-related info such as starting times, when time limits expire, penalties owed and for breaking what rule, and finish positions of yachts (especially in close matches and fleet race finishes).

It was agreed that the trial run of "Bruno's Buoy" had been successful, and that with more experience perhaps more such buoys could be deployed. The Regatta Director doubted that the buoy could be used in Trapani due to the water depth there and related anchoring and anchor-retrieval issues.

Safety procedures and communications were discussed, and there were a number of experiences cited both positive and less so. Suggestions were taken on board for, especially, a safety meeting for the teams in Trapani to assure all are well briefed on procedures before the regatta begins. UITG is conducting a formal review of the incident involving the injured crewman, and will copy the CC and other teams.

Trapani Measurement -- The Technical Director reported that there would be no allowance for gravitational differences when weighing yachts in Trapani (as there had been in Malmö). Gravity, he said, is essentially the same in Trapani as Valencia. He does plan to weigh all the yachts again, though not necessarily do flotation checks.

Sliding Keels and Centerboards -- With the Chairman nearly ready to make a submission to the Jury, on Saturday Alinghi came forward with a proposed "Malmö Declaration" that all teams would sign undertaking not to use sliding keels or centerboards for this Cup, and agreeing that, taken together, the various provisions of the Deed, Protocol and Class Rule do effectively ban them without the need for further interpretations from the Jury or other tribunal. The CC welcomed this proposal. Subject to checking with their teams, and minor massaging of the language (including the insertion of a penalty provision specifying the consequences if the agreement is violated), all present felt that it was a good solution.

2006 Acts Schedule/Format -- Task Force chair Tom Weaver reported that, since the CC's 23 Aug meeting, further discussions had taken place among CC reps, the Defender and ACM but no agreement had yet been reached. ACM said they would shortly forward another proposed format/schedule for all three 2006 Acts. The CC agreed unanimously that whatever schedule was finally agreed, that considerably more than the three days of live television currently planned by ACM was required, and that the live TV coverage should fairly give exposure to all teams, not just the four semi-finalists. It was also noted that the plan initially put forward by ACM over a year ago had been supported in principle all along by the CC, and it was hoped that the recent new and differing ideas from the Defender and ACM could be quickly reconciled.

Television -- Strong concern over the weak distribution of the TV coverage was once again expressed, and the CC's TV task force was authorized to initiate a top-level meeting with ACM to discuss coverage and distribution, particularly during the remainder of the 2005 Acts and for 2006.

Team Photographers in Helicopters -- A proposal by the Defender to amend the Protocol's recon rule to permit team photographers to take images (still and video) from above other teams' yachts during Acts racing (even if only for team promotional and media purposes) was not supported. It was considered unfair to small teams which probably need such images the most, but likely did not have the resources to obtain them on that basis. There was also concern about the Defender's proposal making it easier for the Challengers to be reconned. Instead, it was suggested that ACM provide access to event photographer and videographer images (stills and video) shot from a helicopter during racing for distribution to and use by all teams, with appropriate restrictions on what they can and cannot shoot (e.g., not directly over a yacht). Moreover, with all teams getting the same images after each race, adherence to the recon rules by the "pool" photographers could readily be checked.

Valencia Race Course Water Quality -- Task Force chair Dawn Riley was pleased to report that Valencia 2007 had now agreed to meet with the CC's Task Force, and the matter will be the subject of a full discussion at the next CC meeting in Trapani.

Sail Limits -- It was agreed to recommend to the Regatta Director and Defender that sail limits be enacted again for 2006 as follows:

+ 26 new "sail cards," and each team would also be permitted to use 22 of the 26 sails "carded" in 2005;

+ older sails (built in 2004 and before) could not be used unless carded in and carried over from 2005, or as one of the 26 new sails carded in 2006; and

+ only sails carded before the end of Act 9 in Trapani would qualify as sails carded in 2005.

For the Fleet Racing Regatta in 2007 it was agreed that 16 new sails could be carded, and a team could use any of the 26 sails carded in 2006 plus any of the 22 carded sails carried over from 2005 to 2006.

Other ACM Matters -- The Chairman reported on recent meetings with ACM and the Defender regarding financial reporting and corporate matters, and noted the positive steps which have now been promised. The Challengers and the Defender will soon be given a new, more complete format for ACM's financial reports and projections.

Future Events -- The Chairman confirmed his understanding that there will not be an exhibition regatta at Lake Geneva in August of 2006, and that it is unlikely that there will be an event in China in 2006. Challengers were continuing to discuss among themselves options for other events in 2006 in addition to the three ACM Acts, and this would be taken up at the next CC meeting.

Next Meetings -- It was agreed the CC will next meet at Trapani on Tuesday, 27 September beginning at 0900 for as long as necessary (presumably most of the day), and again for a de-brief meeting following Act 9 on Monday, 10 October at 0900 for no more than three hours.

The Chairman reported that Louis Vuitton had again kindly offered to host a dinner for the CC in Trapani as they had in Malmö and Valencia. The CC expressed their appreciation to LV, Christine Belanger and Bruno Trouble for their generosity and ongoing support of the CC and the America's Cup in general.

Resolution of Thanks -- The Challenger of Record expressed their thanks to the Chairman, who had now been in that role for six months, for his continuing good efforts on behalf of all the Challengers, especially during the busy past two weeks. The CC, by acclamation, were unanimous in their support.


REGATTA DIRECTOR -- Regatta Notice #27

Today the Regatta Director issued Regatta Notice #27, which lists the regatta officials for Trapani Louis Vuitton Acts 8 and 9 -- the same core crew as for Acts 6 and 7. A copy of the full notice is available here.

CC MEETING -- Photo Op

The CC held its now-traditional post-Act, de-brief meeting yesterday in Malmoe. Ten of the eleven challengers were represented (apologies from +39, who had given their views to the Chairman on key pending issues), though a few Reps had to dash for their flights home toward the end of the productive three-hour session. Due to travel schedules yesterday and today, we will not be able to post our usual meeting media statement until tomorrow.

CC MEMO -- Wild Photo

Last Friday was the particularly windy day in Act 6 when a number of the yachts were damaged.

Alinghi and China Team had some scary moments downwind when the yachts partially "broached" -- nearly rolling over on their sides, despite having a 20,000kg ton bulb on the end of a 4.1 meter keel.

Both recovered from the broaches and went on to finish their matches.

China Team's broach was the more dramatic. I have only seen one picture of it -- a copyrighted photo which was posted on their excellent team site.

It is such a good picture, and scary moment, that I have asked for and kindly received permission from China Team to post it here....



Am told that CHN 69 was already on the way back up when this picture was taken. China Team showed their determination and pluck by finishing out the match, despite the biggest broach by an ACC yacht in memory.

REGATTA DIRECTOR -- Regatta Notice #25

This afternoon the Regatta Director issued Regatta Notice #25, stating:

Competitors are advised that the races of Malmö-Skåne Louis Vuitton Act 7 will be conducted by the Romeo Race Committee. The Committee intends to conduct the Fleet Races in the vicinity of a Race Circle approximately 3.5 nautical miles in diameter the centre of which is in the approximate location 55° 41.660’ N Latitude and 012° 54.950’ E Longitude.

The Race Committee will use Safety Radio (“pink”) Channel 8 for communications with
Competitors.
